Quick Time Events. Its what the Activity Bubbles used to be called, but it just confused everyone and every day in Discord a bunch of people would ask “what are QTEs?”. So now they are called Activity Bubbles instead.

If you tap them you are awarded various Resources - Stone, Metal, Credits, Nanites, eLDi, Mission Intel, or Training Materials.
Because you want to support the developers who spent a lot of time and work on the game? Yes!
Because you have to spend money to make progress? Nope.
Shelter 69 is very friendly to free to play players. Spending money will certainly speed up your progress. It can also help you unlock certain champions sooner, or make it easier to find special outfits. However, none of those things require spending money. Spending money also gets you VIP points - but while the VIP benefits are nice, none are "must haves" to play. There are 4 VIP exclusive H-scenes, but currently those are the only thing locked behind a paywall, and there's been talk of possibly making a way to earn VIP points without spending money either.
Starting out, your best bet is to focus on stats that match whatever room a character is working in. For combat you want to focus on a single damage stat - Willpower, Agility, or Intelligence - and give the character a matching weapon. You can also give them equipment to boost their defensive stats - Fortitude and Utility - if you wish. The only instance where you may care about boosting all stats is for Champions sent on Expeditions. It is unknown if different stats help improve what loot Champions find in the wasteland, but it certainly doesn't hurt.
The main method is through building and manning the Radio Station. This will get you workers. of Common, Rare or Epic quality. You can also get Legendary workers from Achievements.
However, when you are first starting out, any Workers you bring in to help work your Shelter, you should expect to eventually send off to villages, except for Legendary Workers. So don't spend a lot of time and resources leveling them up. Space in your Shelter is hard to come by and there are a lot of Champions to unlock in the early chapters. Once your shelter is bigger you can consider keeping other workers, too.
Select a room in your Shelter, and in the top right corner of the screen you will see the number of builders you currently have.
Click the green + sign and you can buy more builders for 750 and 1000 nanites. Its recommended you get at least one additional builder once you can save up some nanites.
The easiest way is to get 50 a day from Daily Quests. You can also get more from Achievements, Season Rewards, Activity Bubbles, the Roulette, and they can be found during missions.
Generally, yes - combining rooms always gives a bonus over two separate rooms. This is especially important for the Living Quarters, Treasury, Quarry, and Foundry.

If you need to report an issue with your game beyond just a minor bug, Discord is still probably your best bet. You'll be able to see if others are experiencing the same problem, and some of the game's developers are quite active there and may be able to help out.
