Builders are separate from your Workers and are only used to build new rooms, upgrade existing Rooms, or remove obstacles. You start with one Builder, though you can get temporary Builders with an active VIP. You can also buy permanent builders for 750 and 1000 Nanites. Early on this won't be necessary as most rooms and upgrades only take a few minutes. However, at later levels upgrades start taking over a day to complete so it is recommended to eventually save up to get at least one additional Builder. This can be done by clicking the green + next to the Builder icon in the top right of the screen when you have a room selected in your Shelter.
There are different types of crafting supplies for different modifications that can be performed on equipment. All of these items can be acquired the same ways, though some are more rare than others - missions, expeditions, roulette, crates, quest and event rewards, and disassembly. Disassembly is the most reliable means of getting crafting supplies, but requires destroying equipment.

When talking to Champions in the Flirt system, your final choice in the conversation will require a mix of different flirt items to complete.
